  20. <p>     Had the Khmer Rouge, whose genocidal rule of Cambodia from
  21. 1975 to 1978 invited the invasion of Vietnamese troops, really
  22. attacked the capital, Phnom Penh? Had Prime Minister Hun Sen
  23. been forced to flee to Vietnam? Was Battambang, the country's
  24. second largest city, truly "burning brightly," as Khmer Rouge
  25. radio claimed? Amid the welter of conflicting reports coming
  26. out of Cambodia last week, all that seemed clear was that the
  27. level of hostilities was growing. The Khmer Rouge, one of three
  28. resistance groups fighting the Hun Sen regime, did toss six
  29. grenades in downtown Phnom Penh--though without frightening
  30. away Hun Sen. The battle for Battambang continued.

  32. <p>     The clashes may lend urgency to diplomatic efforts aimed at
  33. ending the strife. During a visit to Vietnam and Cambodia last
  34. week, Michael Costello, deputy secretary of Australia's foreign
  35. affairs department, reportedly got a promising response to his
  36. government's proposal that the United Nations administer
  37. Cambodia until free elections are held. Also China, which backs
  38. the Khmer Rouge, last week welcomed an unspecified role for the
  39. U.N.
